Mod Issue New start sometimes 20 fps sometimes capped

I dont get it, I have never had an issue like this before. It comes and goes literally only in solitude. Ill Alternate start, solitude, patron, walk outside look left to either 60 fps or 20 fps. I have an extensive load order usually so i thought it was a mod conflict however, With this basic load order occasionally ill still get the problem.

and i use NMM 970 gtx ocd 4790k ocd 16g ram win 10
I dont get lower than 45 fps ever really... making this 20 fps not make sense.
