Skyrim Dialogue Bug

Alright guys so I currently am having an issue with the wonderful dialogue bug. Honestly I have no idea what mod is creating it for even base Skyrim. I figured cutting room floor, but I have used that in the past no problem. Any ideas? I also did try the Save/Load/Save/Load trick with no luck.

 

Using SKSE 1.7.3 currently and LOOT

 

If someone is able to point me in the direction to find Papyrus.log (I have logging enabled) that would be great if you need it.

 

EDIT: Forgot to state, but the VA for the Shrine of Mara in Alternate Start works perfectly fine. It seems to be only NPCs from Skyrim itself. I did clean the Update.esm following the steps for well STEP. I don't think that would be causing the issue, but it is a possibility.
