General Loading Time Issues and Other Oddness

Pretty much the title describes the gist of my problem. Much of my game runs somewhat OK, but with my latest attempts to add stuff, there's a noticeable pause in various tasks, as well as other major issues I'm running into. Chief among these issues right now however is the fact that one of my mods with a MCM menu (A Matter of Time, the clock widget) did not load it's MCM upon starting and refuses to load it, making that mod dead weight. In addition, on some other profiles where I've added other mods for themed playthroughs, I've hit other oddness while ingame that seems random when it triggers (a big one being skillbooks refusing to give the skills they offer).

 

I was curious if someone would be willing to look over my load order and tell me if there's been some major issues with some of the mods I've acquired over the years, or if the biggest issue I may be having is RAM and memory and I need to trim the extra fancy features to make the primary mods I want at least functional enough for spare expansion.

 

Of note on load order - some stuff turned off on this was because WyreBash told me so, but JSwords, bandoliers, and cloak mods were turned off for use with CCO.

 

My process for starting a new playthrough is setting all my mods up, using LOOT, than WyreBash, FNIS, Bodyslide, than start the game for a moment for char creation and MCM setup. Exit the game there and create a extras mod in MO, than enjoy.

So, did some lookup on various things, including finding a dirty plugin list link here, that I went and dug through to try and check down some of the issues. Reorginized my mod list, added one mod I found that was interesting off the list and replaced a couple others. Did fresh set of saves, wyrebash and all that fun stuff, and I got THIS when trying to make a humanoid character!

I have never seen this odd black shadow near light source effect before. Seriously, what the hell did I screw up trying to fix my little lag issues?!? :s And the worse part is A Matter of Time is STILL not showing it's MCM when I gave it a try this time!
