converted cloth texture looks right in BS/OS but not in game

I tried to convert this FO3 armor mod for personal use:

The hat appears fine in game (well not fine, it was a shitty conversion but it appears) but textures don't look right.  I double checked the nif's file path and the nif has the correct texture when loaded in Outfit Studio but just does not look right in game.

 

I don't know what else to check.

 

Can someone help by taking a look of what I did wrong:
