I'm About To Make A Mod And Could Use Some Pointers

The Mod I'd Like To Make Would Take Where The Game Would Normally Autosave (As Seen In The Screenshots Below) And Purge The Cell Buffer Instead

 

 

Now I'm Already Famillier With The Skyrim INI Setting Below (Which Already Covers Picture Number 3) However I'm Looking Extend This To Include, On Rest, On Wait & Once Every Real Life Hour

Are There Any Other INI Settings I Could Use To Accomplish This? Or Would This Require Something Else A Bit More Complex?
