Can't use d3d9.dll - Skyrim Crash (Win 7)

So, Where to start? Well...i basically cannot use d3d9.dll (any version, wrapper or injector version) while trying to play skyrim all the sudden, the reason i say that is because i have removed the dll and the game starts up fine, it all started after i installed a previous enb, which was serenity enb..

 

 Things i have tried...

 

   Reinstalling mods

   Reinstalling Skyrim and all DLCS

   Cleaning DLCS 

   Running with no mods

   Removed any crap programs using d3d9.dll

   Ran Directx update

   Verified in steam

 

Frankly, im out of ideas at this point, if anyone has any suggestions, please do let me know.. thank you.

 

EDIT: FIXED - setting ExpandSystemMemoryX64=false in enblocal.ini
