Crusader Kings 2 Mod Questions

I picked this up b/c it was 75% off in the workshop.  For the most part, I like it a lot, except for 2 things;

 

1)  I hate the casus belli system.  It's cumbersome as fuck and frequently doesn't actually work the way I tell it to, even when I cheat.  Is there a worthwhile mod that removes this, and if not is someone interested in making one?

 

2)  Some dick in the steam workshop apparently had a mod that eliminated building times, then deleted it w/o explanation.  Does anyone know what/where that mod is?

There's a traits mod that lets you get a builder trait that reduces all build times to null. No idea on the other one, though.
