Getting HDT High Heels to work on NPCs?

So heels work fine on my character, and they work fine on followers (well, Lydia at least), but equipping them to other NPCs doesn't seem to work.

This worked just fine with the Vipcxj High Heel System in Oblivion, so I will be irritated if it won't work automatically in Skyrim for some reason.

Am I missing something obvious?

HDT high heels works on all actors, player and NPCs alike.
