CTD after dialogue

So, the game will be totally fine until I go through a dialogue. It's totally fine until the moment the dialogue is finished and then I get a CTD. Also happened when I tried to fast travel to Nipton. It's been happening to me every time with 100% reproduction lately. I imagine it's a problem with my load order but I'm not really sure what's wrong.

I recently ran BOSS and LOOT when I was randomly missing textures (I had hit the soft cap for mods and didn't realize it) and that threw all the mods crazy and I've been having everlasting problems since. Attached is also a scof debug log but I don't think there's any problems in their either. Any help that could be provided would be greatly appreciated.

Hmm. It appears that Armor by Race was turned on even though I thought I turned it off. So that's fixed now. But instead I have been faced with a new problem. (no pun intended)

 

When I speak to her I get the same crash as before.

 

EDIT: nope, tried skipping talking to her entirely and talking to other people still breaks my game. Starting dialogue (even a new game) breaks it.
