"Ring of the Hunt" isn't working?

I didn't want to wait until I was all the way through most of the game and in Dragonborn before I was able to use Ring of the Hunt. So, I used the console to obtain it. But it doesn't seem to work.. I equip it but my health doesn't regenerate while I'm in beast form.

 

I.. don't think any of my mods are supposed to edit this ring. I'm using sexlab werewolves and a couple of mods I found on the nexus to let me stay in beast form forever, and one that lets me hold down the power key to change out of beast form.

 

Is it maybe not working because I didn't buy it from the vendor, or complete some relevant quest or other condition that the script for this ring is looking for?
