Shout cooldown bug

Now I know about reducing to 0, tried it to see if it would fix but no go. All by itself, no shouts use, the shout recast turns blue and sloooooowly begins counting down. Takes over an hour real life time. It's usable, for 5 seconds, then it does it again. If I rest for an hour to pass time that fixes it, but once again only for an hour.

 

Anyone run across this problem? I'm running out of ideas.

.... a desease was the cause. After looking all day yesterday over my mods I had that morning wake up idea, checked and there it was. Plague rendering me mute.
