REQ/Search: Them terribly ignored weapons and their ammo

Does anyone know of any decent mods that expand upon energy weapons and ammo? I feel like they are hugely ignored by the modding communities of Fallout New Vegas and Fallout 3. I tried to look for one on Nexus but they are not quite my liking. What I am looking for specifically is:

 

1) A mod that allow you to convert any conventional weapon to an energy weapon.

2) A mod that allows you create bulk ammo and charged ammo without sacrificing large portions of your energy ammo. (5 normal ECs for a max-charged EC, buzz off)

3) A mod that does both.

 

Is there any?
