Permanent screen blur

Been looking around for about a hr but no luck so far finding a fix that works for me. Right now I have a permanent screen blur effect on just 1 of my characters this happened after I used summon fog a ability for vampires in better vampires so I think its tied to that but i'm clueless atm on fixing it. I am using enb and I have double checked that dof is off plus I use no dof mods at all. I'm playing atm and will keep trying to figure this out since its almost crippling for my vision shes early in the game and does not have much for shouts but I did try both she has and i've tried feeding again, activating fog again (won't be able to for 6 in game hrs but still tried anyways) and gone out into the sun with full bv effects on but no joy.
