Help for packing & uploading mods

I recently started work on a mod for Skyrim inspired by the Fallout NV mod , Slavetown. The mod works fine in my game and there's only a few small bugs but for some reason when I shared it on LL, it doesn't seem to work for anybody.

     I have included an SEQ file, a BSA file but fore some reason it just doesn't work. This is my first mod so can any more experienced modders give any suggestions as to why this is happening?
