Heels launching NPCs into the air.

As title, though only under specific conditions of switching from none standing animation to standing animation. (IE: Sitting on a furniture and standing up, finishing sex lab animation and standing up.)

At which point their feet would start to jiggle out of control, making sounds like it is constantly colliding on/in the floor and get launched into the air, disappearing into the skybox outdoors and squishing into the ceiling in doors until the collision break enough they phase through it, hit some sort of reset box and return to normal (sometimes).
I am assuming this would happen with all heels and not just the ones for Devious Devices and Cursed Loot, but I only have those installed so am not 100% sure.

It does not seem to happen 100% of the time and only on some floors but I could not find the common factor, in a small room like the Dollmaker's shop there are one spot that does it and one spot that does it, I can probably rule out carpets and such being the cause though.

More observations as I go:
For sexlab animations the bug seems to happen right at the start where the heels are unequipped from the NPC and their new adjusted height touch down on the floor, I can see the feet freaking out a moment before the animation takes over so the launch does not happen before after the sexlab animation is finished and normal operation resumed.

Using latest steam version AE lite 1.6.1170.0, a fresh install that was just put together a week ago with mods that should all be up to date and seem to all work as intended, even the heels works fine except this glaring issue. As far as I can tell it  only happens with NPCs, with Heels Fix seeming alleviating some of it specifically with furniture animations.

Things I have tried and did not work:
Unticking clear heels height in sexlab, as well as enable fit actor height, a bit of a longshot since it is not unique to sexlab animations, main causing seeming to be heels/boots somehow touching the floor wrong during animation transitions.
Limiting fps to 60 with nvidia control center on the off chance this is some frame rate physics clock problem.
Install RaceMenu High Heels.
Install Dynamic Collision Adjustment.
Restart a completely new save.
Reinstall XP32.
