Empty Skyrim world mod?

Hello, it has been a long time since I've looked into the world of Skyirm and its mods. For a long time I had a very ambitious mod idea I wanted to try, as a starting place I'd need to have a Skyrim world with NPCs and creatures removed from the map. Back than I found one mod but could never get it working, I now see such things as 'Empty Skyrim' which apparently has Skyrim overtaken with the undead and in ruins, not quite what I'm looking for.

 

More so I want an empty sandbox I could make my own NPCs and add the creatures I'd like to and where. Any resource like this?
