NPCs stuck in place - multiple commands dont work

Hi, I've been getting this weird bug where some NPCs get stuck in place. They'll attempt to walk somewhere but are unable to. They can either look like they're stuck in the ground or they are just barely floating above it. Every attempt to get them unstuck is met with nothing. One of the NPCs was just a guard so I killed him and did Mark for Delete on them.

 

I've tried Recycle Actor which works for about 3 seconds and then they jump back to the spot they were stuck.

Move To literally does nothing.

Disable/Enable doesn't do anything, they just appear in the same spot.

Reset AI does nothing.

Attempting to cause them to ragdoll through Push Actor Away causes them to freak out in the ground in the spot where they're stuck, then get back up.

Setting them to Essential and then having them lose their health also does nothing.

I even went through the process of killing and resurrecting them..... they still got stuck in the same spot eventually.

I'm at a loss and I would really appreciate help on this. My load order is in the spoiler. I'm not sure if that'll help

I thought maybe it was Spectator Crowds that might have got them stuck but the Zapper doesn't do anything.

Try this

 

Open console and target npc, get his reference id.

Leave the cell, then moveto player.

or tc, then you can control via wasd the npc.

 

Play a paired animation may help, too.

 

If it helps, a hint, use the dwarfen bone 

Made a debug spell for this, don't remember stand alone or in harvesting adventures.

A paired animation was the ticket. Thanks a ton. I was really worried he'd be stuck that way for forever.
