Mod that lets you make your own Dialogue?

So i've been chasing a mod like this forever and the closest i've found was sacrificial who made a video a year ago toying with the idea.

 

Mod effectively is shown here -

 

 

 

1. Basically you type your dialogue

2. Some type of visual representation of what your sim says (in the video, the visual feedback is in the notification box in the top right)

Doesn't seem like the hardest mod to make and I actually think it would be pretty popular. Not everyone likes making scenarios through some form of video editor as it's way less convenient than simply being able to do it in real time. I also think this would severelyi mprove basic immersion & roleplaying.

Hopefulyl the mod already exists though I doubt it as i've searched everywhere.
