Worldspace Skyrim Normals

Skyrim's modding scene has many assets which are valuable for VFX or simply Skyrim Renders, however issues arise when attempting to use the normal maps. With Blender, the normal maps do not function as you would expect, as they are object space, not tangent space. Setting them to Tangent Space also does not work, they make the model look as if it is being flatly shaded due to incorrect normals, how do I solve this problem?
