Suggestions / Mod that makes female PC a helpless civilian

I am looking for suggestions / mod that makes your female PC a helpless civilian that has difficulty hitting things or require usage of SA willpower to focus on hitting stuff until certain conditions are fulfilled.

 

Things that will do the trick are:

- Mod

- Combination of mods that help to achieve that

- Settings that can be changed in FO4Edit - Aim Model or accuracy any other way, slower reload time, general penalties to combat.

(preferably without scripts because for some unknown reason i cannot build them in Creation Kit)
