Invisible fire and microstuttering fix?

I was playing through skyrim, and suddenly my performance went to absolute hell when it shouldn't have.  On top of that, my fire and frostbite spells became invisible. It seems like these two problems get linked often. I tried the ENB antifreeze patch, I tried updating my drivers, and I installed some ini files from the nexus that were supposed to end microstuttering.  Nothing worked.  I'm hoping someone else has a last resort fix before I have to reinstall skyrim for the 104036th time.

Win8 64 bit

Intel i7-2600K 3.4GHz

8 Gigs of Ram

EVGA GTX 670 2GB FTW edition

 

I don't even have an actual ENB pack on my computer, so there's no good reason my Skyrim's performance is so low. Anyone? Knock Knock? Yoohoo? Marco? Bloody mary, bloody mary, bloody mary?
