All Animations disabled json keeps re-appearing

Deleted old file and downloaded the new WW update. Found out that there may be an issue with the all_animations_disabled.json file but every time I load the game after deleting, it will recreate the file which will then prevent me from accessing the WW tab if I click on random locations for an event. 

 

I checked out mod conflicts and it says all my animations files (3 of them) are conflicted and that the script file for WW is the incorrect file. Any ideas on what is going on? Everything was fine like 2-3 days ago.
