Mod creation (help requested)

Hi there dear members of forum i need a HUGE help with mod so what im gonna to ask: Is someone agree to made a mod (FOR PAYMENT ofc) which provides you to "sit on ANY npc in the game or mods and makes you invisible but let  npc still keep moving, and then you just press the same button and you get up from whatever you want?" I mean i need this for NVMP(New vegas multiplayer) bcs in Frontier you got cars and i need a plugin which are just let you to sit on the car and just drive by with friends(Bcs all of the cars are just an npc but they are got only one place to sit).

Which provides you to actualy sit in car but have a plenty problems like shity cars driving around in Mojave and scary ghoul(i just need a standalone button mod)

 

Well thats not gonna be an easy thing but only i got is that example, if it be possible to just cut feature from Wheels in the wasteland onto standalone or remade completly i will pay a price for this.
