(Concept)
For many years creatures have terrorized the populace of Skyrim, many of whom fear dragons as a demon of destruction, above all. Legacy has prophesied a Dragonborn will finally protect against this doom, but the scriptures have always been unclear in whether the Dragonborn is an opponent or an ally of dragons. As of yet the latest proclaimed Dragonborn has not proven protection. Conversely, recent events at the border rather suggest the Dragonborn is in liege with dragons. Some cultists now oppose the common interpretation and proclaim the last line of the inscription on Alduin's wall should be read differently: 

 

When misrule takes its place at the eight corners of the world
When the Brass Tower walks and Time is reshaped
When the thrice-blessed fail and the Red Tower trembles
When the Dragonborn Ruler loses his throne, and the White Tower falls
When the Snow Tower lies sundered, kingless, bleeding
The World-Eater wakes, and the Wheel turns upon the Last Dragonborn.

The new interpretation is that the wheel should here be interpreted as a symbol of torture, which should be brought upon the last Dragonborn. Humiliation of the dragonborn will protect against the World-Eater, Alduin and the apocalypse, these cultists proclaim. To prove their point, they have cut the red diamond, formerly the center stone of the amulet of kings, in eight pieces and included the shards in a heavily cursed contraption referred to the yoke of Chim-el Adabal. When worn by a dragonborn, this device will feed upon the malice and humiliation and provide a source of sustainable magic energy to prevent the return of Alduin, the bringer of doom, and provide Skyrim its required protection.

 

The replenishment will require continuous disgrace of the Dragonborn, but why feel pity for the one who has shown its true colors and is in liege with our enemy, the winged bringer of doom? Why do so many have to suffer, if only one would suffice?

I'd like this mod to focus more on humiliation aspects than on physical torture. Some ideas about mechanisms in the spoiler below.

mechanism:

Stage 1: The new prophesy is a rumor that spreads, maybe via gossip framework. Sufficient disgrace of the Dragonborn is required before the populace loses its confidence in the Dragonborn. The new interpretation is something that the Dragonborn can try to fight, but cultists continuously try to deface the Dragonborn and convince the populace that he/she is a fraud.


Stage 2: Public defacing, Maybe on a stage in solitude near the gate, or a balcony in the courtyard. (mods interfering with those places?)

Stage 3: Humiliation of the Dragonborn should become a source to harvest. Humiliation via sexual fame? A visual magic charging could be shown when humiliation occurs - the humbling down - whilst wearing the yoke. Villagers think of humiliating tasks for the dragonborn to perform while wearing the yoke.


[A steady increase of humiliating tasks/events]

Chaimberpot service; the Dragonborn needs to go to houses, knock and ask for a chamberpot, then empy those in a hole next to where you have to sleep.

bathing service

Carry daily your `tomorrow's clothes' in your hidden pocket.

Weeding plant in the nude, but as exhibition grows, this provides insufficient humiliation.

Guard entertainment, dance for them, and receive comments.
Cleaning the kennel (is there a mod that puts dirt on a location in Skyrim? Such a mod would be useful. There was a mod where you had to clean cells.)
Cleaning the brothel.

Community service in the brothel.

Community service for the village poor.
Being sexually abused in public in stocks (but how, while wearing the yoke?)
Receiving a shower of rotten fruit and veggies from the public.


A way to escape this fate would be to provoke a dragon attack, after which it is proven that the harvested magic isn't sufficient and the new interpretation cannot be true.
