HDT Cloth not colliding with legs

Any idea what might be causing this? I have some hdt-smp mods that work fine, then this one and MTM's Tavern clothes clip when I run or sit. The physics otherwise work fine, They just don't collide with legs. I have the following mods installed in this order: FNIS, XP32, CBBE, CBPC, HDT-SMP and CBBE 3BA. The problem I'm having is that whenever my character runs, sits, ect. in a long dress or skirt, the legs clip through the material. The material does not seem to collide with the legs. Standing still the physics look just fine. Any thoughts on what the issue may be?
