Raider-body specific issue

I usually am able to solve most modding problems on my own or using info online but I am totally stumped this time...

I use MO2

Problem: Raider bodies not showing BodyTalk 3 body. It only shows what looks like the vanilla body with horrible nevernude underwear.

BodyTalk 3 works on non-raider bodies (e.g. blake abernathy)

I suspected it had to do with the raider overhaul mod ( https://www.nexusmods.com/fallout4/mods/9103 ) but after removing it, the problem persists.

I know BSAs can be sneaky when overwriting mods so I have been looking through the data tab to check to conflicts. BT3 is all the way down the list in the left pane only overwritten by ZeX.

Perhaps theres some race data that a mod is altering?
