CTD on fresh install. Swapped over to Vortex and for me not alot of mods

I've been fighting with this for at least 2 weeks now.  I did a fresh Install. I even deleted all folders concerning FO4 even the ones for the .Ini's .  downloaded it from steam. then I went with Vortex for the mod manager. I first Installed FOse manually before I started to install mods.  For some reason I can't keep the Ini's configuration on read only after I added the settings for modding. I exit out of them do a couple of mods and come back and it's off of read only.

so any help would be appreciated and no I haven't figured out yet how to manually rearrange the plugins. I installed the mods in the order they were supposed to be. the requirements first then the mods. so not sure if that is causing the problems or not.

NVM I just uninstalled Vortex and went back to NMM. now it works just fine.
