Help in Preventing NPC interaction

OK so what I want to do is make a mod where when you are naked you get a small buff but NPC are unhappy to be around you and they will not talk to you.

 

Now so far I have a spell that fires off only when you are naked all i need to have is the payload, the small buff is easy but the NPC interaction is hard to pull off. I know it is possible because you are like that at the beginning of the game. I am also willing to settle for trying to make prices at stores higher.
