These are very nice, I'm not familiar with that side quest since I stay away from the brotherhood but does it have to do with that man being on fire? or is it because he's flaming?

The point of the quest is to have farmer-dude assist jester-hat to get his wagon rebuilt. This is more or less an idea why the guy didn't want to do it for some reason...
