sims 4 scripting api

 I was wondering if anyone knows, where to find the sims 4 scripts API  to make mods? i have look almost all over, and cant find any documentation for it. please and thank you for your help.

One doesn't exist, there is no official tools or documentation that will help you.

You have to on your own decompile the codebase and figure out how to make everything work together. There are some tutorials on MTS, so check that out.

 

For tuning, on the other hand, there is TDESC available on sims forums and an unofficial tool called 'TS4 Tuning Description Browser' that will allow you to read some helpful descriptions about things in tuning files.
