I'm positive it's a custom outfit. There's a Tomb Raider outfit for Fallout 3, but it looks nothing like what's shown in the screenshot. The outfit I mentioned is part of this armor/clothing pack. http://www.nexusmods.com/fallout3/mods/15131/?. If you really want what's in the pic you're only other options is to either make your own or edit the one in the pack I gave a link to.
