deadric quests not working

ok, so I noticed at first i couldn't find meridias beacon anywhere and I can't talk to meridias statue, nor use console to start it, its the same with boethias quest, the book doesn't start it nor can I use the console, and before you ask, yes i tried to go to his shrine, noone is there. please help

What level are you?

Both of those Daedric quests require you to be at a certain level before they start.

 

Meridia's Bacon starts to appear in chests at level 12

Boethia's calling can be started when you reach level 30.

I am level 100 or so, played this save for a long time

im having a problem too, for some reason on boethias calling i literally cant get her to to talk to me, i killed her cultists and she asked me to sacrifice a follower and ive killed half of skyrim and not a damn thing happens. i've done this quest like 12 times in the past and never had a problem. know any fixes?
