Shouting Experience Script?

How difficult would it be to make Shouting give experience to Perk trees like Destruction and the like?

 

Can it be done without scripts and if not could someone guide me or give me some tips as to how I could do it? I tried doing something like this before but had no success and the existing mods don't really do much of what I want.
