You first need a working school. You can download one, or build your own. You need Items from University EP to make it work (have KW recognize it).   Classrooms need both a 'whiteboard' and a 'podium' in each one. The cafeteria needs a buffet table. All classrooms and the principal/headmasters office need a desk. The nurses office can use a desk and at least one single bed for examinations.
