Okay, I just tested this on latest WW update (both public and patreon versions) in vanilla new save file with ONLY WW, Inapropriate unlock in mods folder + animations. Between YA and 2 teens (1 was brother, so I could test also incest part) and I confirm that the romance bar doesn't appear even if romantic interactions are working well and all of participating sims are flirty, when older sim interacts with teen.
