What is the last dialogue spoken?    Are you using MO?  Either way, I'll add a system .json check for the next version to let the player know if the .json is missing or the wrong version.   You are using the wrong toggles. The ones in the 'General' page are for when not under arrest. It's to allow other mods (like SDP) to use those cage
