It doesn't just copy breasts. It copies vertices from whatever category you select. It defaults to "skin". Which will indeed copy the breasts... though also copy a lot more than that. It basically functions as a visual body swap. If the model even has breasts separate from the rest of the torso, you'd have to find it and copy only it. Depending on how the destination model is set up, it may work smoothly, or break everything.
