Can a mod be 4 kilobytes long? I do not understand what kind of mod it is. Even pictures takes a lot more space. I suspect something is missing here.

Yes, it could be. 

One of my collection's byte is just only 1.58KB.

Most of Tekken mods' space is just KB, of course, it could be more.

 

 

I think it depends on the mod, especially simple swapping mod doesn't cost much.
