Mod recommendations for Fallout 3 & New Vegas

I've had the games for several years now, but I haven't actually gotten around to playing them much less modding them. What would be some good mods to have, including ones from LL (excluding the unofficial patches, because those are mandatory from my experience with ES III/IV/V)? 
 

Also is Nexus Mod manager best for modding FO3 and NV, or is there another manager I should use?

Don't use Nexus Mod Manager. By now it is dead and buried. My preference is Mod Organizer 2, which is included in the guide above (and also works for all ES-games).

 

For SFW mods, I'd advise looking into www.NexusMods.com\NewVegas and just look at the 'trending' mods.

 

Advise for Fallout3-specific mods. With TaleOfTwoWastelands you'll need to have most mods converted/patched.
