SOLVED, it was Sexlab Adventures, a reset fixed it.   One of my mods is bugged and occasionally a rapist becomes essential and starts following me around and won't go away. They aren't real followers, so I can't dismiss them, they don't sneak when I sneak, and they report my crimes. I tried resetting AFT, didn't work.
