I believe you can change the color by changing the "INK" from black to white? Yes , you can choose a Garter map and change color with "INK".

Change the brightness or level, for files "stocking-color". The files are in : data\Textures\Actors\Character\slavetats\stockings_st " and save with dds options "DXT5 ARGB 8 bpp | interpolated alpha"

A Unp version is available . I've mapped a Unp version by projection, it should work with the unp body and 7base.
