Or I could copy the breast bone weights to the bra, but that would assume the bra is made of soft materials, instead of hard metal.

I am a beginner at HDT-SMP, but the plan is too have all of them rigged. I started with the Oriental dress, but with AE you need to use Faster HDT-SMP and the clothes Physics is a bit weird with some kind of wind coming from below the skirt. This can be seen on the butt part of Lydia in this picture:
