PROBLEM: A character the quest needs is dead

You need to use console commands. To resurrect a dead NPC:

    go to UESP, search for the NPC and note down its RefID
	
	That's RefID - NOT BaseID.  No, no, no BaseID! 

    open your game, open console and type Prid #RefID, where #RefID is the number you wrote down. This will make your console "select" the NPC as a target for future commands.

    now type moveto player, making the NPC's dead body appear at your feet. This isn't strictly necessary but it'll allow you to immediately check whether the NPC has been revived and is functioning.

    now type recycleactor. This will "reset" the NPC to its default status (including inventory) and behavior.

Speak with Carlotta Valentia in Whiterun.

Speak with Mila Valentia in Whiterun.

Watch a scene between Mila and Carlotta.

Speak with Carlotta after the scene.

Carlotta gives you an note and directs you to Shearpoint.  Go there.

Find a journal left by a man named Flavius.

Head to Forelhost, between Shor's Stone and Riften.

Talk to a man outside Forelhost. He will hand you the base game quest "Siege on the Dragon Cult".

Head into Forelhost and get busy slaying the bad guys.

Find the corpse of Flavius. He carries a child's toy which was intended for Mila.

Take the toy to Mila in Whiterun. Talk to her and give her the item.

Talk to Carlotta.

Follow Carlotta to her house.

Talk to Carlotta once.

Talk to Carlotta twice.

Quest complete.

STAGE 10 - I have met the lovely Carlotta Valentia in Whiterun. I should speak to her and find out more about her.

STAGE 20 - Carlotta's daughter Mila Valentia wants to speak with me. I should find out what she wants.

STAGE 30 - Mila spoke of a gift that was promised to her by her father. I should ask Carlotta what all this is about.

STAGE 40 - Carlotta told me about Mila's long lost father. I can help by trying to locate him. The only lead I have is that he was heading to Shearpoint. I should investigate.

STAGE 50 - I found a journal belonging to an Imperial named Flavius. It provides a clue that Forelhost would be his next destination. I should seek him out there.

STAGE 60 - I have found Flavius and recovered the gift meant for young Mila Valentia. I should bring the item to Whiterun and give it to Mila.

STAGE 70 - I should speak to Carlotta Valentia in Whiterun about all that I have found out thus far.

STAGE 75 - Carlotta has bid me follow her to her house in Whiterun and speak to her there.

STAGE 80 - I need to discuss the matter of Flavius, now, with Carlotta.

STAGE 90 - Carlotta and I have discussed her past. She feels that it is time for her to love again. A happy ending.

STAGE 200 - Shut down Quest, Mark Completed - completed romance

STAGE 300 - Shut down Quest, Mark Completed - declined romance
