To install. If you know what you're doing, unpack PACK00_01.pak and replace.

If this is a mystery to you, here is how to install PAK mods in Gust games,
which is what you need to do. First acquire and unzip Gust Tools from 
https://github.com/VitaSmith/gust_tools
(Or use a search engine to find them if they've moved or disappeared.)

Modern versions of Windows like to hide file extensions in order to be 
confusing, if your Windows is doing this, turn file extension hiding off.
Find the directory the game is installed in, the one with the .exe files 
in it. If you're not sure, try inspecting a shortcut which runs the game.

Now, you now need to run gust_pak.exe on PACK00_01.pak. The easiest way is to
simply drag and drop the .pak file onto the .exe file, but you can run it on
the command line as PATH-TO-gust_pak.exe PATH-TO-PACK00_01.pak.
This should create a Data directory in the game directory! It should also
create a json file in the directory, which you can ignore.

We don't want the game reading its original files instead of our modded ones, 
so rename PACK00_01.pak to PACK00_01.pak.bak, or otherwise move it out of the
way. You can delete it if you're 100% confident in what you're doing, but
since you're reading a how-to guide, you should not be that confident.

Now just copy the files in the Data directory within this archive into the
corresponding location within your newly unpacked files. It's a good idea to 
back up the original files being overwritten here too.

If you want to install a second mod of this type, you only need to copy the 
files, since everything else has already been done.

Usage and distribution requests

Copyright for the files remains with the game makers, of course, at least in
all the legal systems I know of. So we modders aren't really in a place to
make demands. But since we tend to respect the will of each other:

Feel free to do what you want with this mod as far as I'm concerned,
redistribute it, use it as a basis for your own mods etc. providing:

1. You don't pretend that you did stuff which I did.
2. You don't charge for distribution of this mod, collections including this
mod, or anything else made with it.
3. If uploading gameplay images, footage etc. with this mod installed, make 
it clear that the game has been modded, and is not as the makers of the game 
intended, unless this is already clear from the context. We don't want the
makers getting annoyed at mods misrepresenting the games they've made and
making things harder for everyone.
