Lovers PK Spells Not Being Granted

Okay, I'm in the process of installing mods for Oblivion again after quite a while of not playing. Right now, all I have is LAPF as well as its prerequisites and the two body replacers. That's it, that's all, because I wanted to make sure things would work before continuing. Well, as it turns out, when I boot up my game, it doesn't grant me the spells that let me change my settings at all. Any clue what I might be doing wrong?

Only thing couple of things I can think of:

1. You have installed oblivion in the programs file and UAC is not allowing your mods to work.

2. You have not enabled the LAPF esm and esp via a mod manager.

3. You have not installed OBSE and/or aren't enabling it.

 

We'd need to see your load order and have more info to do much more than guess.
