All my hats are gone.....

So in my game, the hatpocalypse has occured. There is not a single hat on any NPC, even Pretson has been affected. I'm going to try extracting all my meshes  and seeing if that helps but if anyone has any ideas please let me know. What could cause something like this?

 

EDIT: In the CK, he has a hat. It must be a mod conflct but I can't think of which one could do it.

EDIT of the edit: I couldn't find the problem so i uninstalled all mods, deleted the game, and reinstalled. We're apparently on a new patch as well. So F4SE is broke....again.

It's a little annoying since Preston and Mama don't actually have hair under their hats
