Adding weight to Mesh

I'm trying to port over Ashara's Sirens and Tritons from Oblivion into Fallout 4 because I want to make screenshots of my Sole Survivor as a mermaid. 

 

I have mostly everything done, I just need help adding weight to the tail.

 

Would anyone know how I could achieve this, or if they have a tutorial on this, would you be so kind on to sharing it?

First, you should clear the mask.

 

In Copy Bone Weights set the search range to maximum.

 

If that is not enough (i think so), use the brush for manual paint.:

 

Left-click = increase (or add, if is nothing before)

ALT + Left-click = decrease

SHIFT + Left-click = smoth.

 

I think foot bones should not be used.

This will look crazy enough in the game. ;)

 

 

If the weights for your thighs and calves not too strong (not red), it might be less crazy.
