Weird lighting glitch with ENB?

I was following this guide 

 for graphics and ENBs, and when I go in game, I get something like this whenever I look at light. Help would be appreciated. This thread is a repost from the nexus forums, as nobody helped me on there, and this forum is more active and helped me with my issues more. Thanks.

Seems like a lens thing, try disabling it under effects and see if that goes away. Also if an ENB has a weather/lightning esp don't use other mods like CoT or ELFX and such unless autor says so.
