Crime and/or Arena mod?

Through my playthrough, I found some quite weird details....

I have read that law enforcement isn't a thing in the Fall Out universe due to its post-apocalyptic wasteland, every man for themselves.

 

However, there IS a prison in Diamond city, used for a part in the Bobbi quest line.

Not to mention how annoying things get if you ever mistakenly 'steal' an empty can.

 

I have also found the Arena system that were planned but never got into the final game.

The source file indicates that there are resources for arena in Diamond City as well as the Combat zone that can be utilized.

 

But I don't think I was able to find any mods covering the topics in the regards.

Could someone be so kind as to enlighten me?
