[NV] Random Caution states

Hi,

 

I got a small problem, I can't sleep or wait for more than 3 hours because I go into the Caution state even in safe places.

Also, NPC's start to run away when it happens.

 

Don't have this problem on (over 40 hours) earlier saves.
